Should the slug use hyphens or underscores?

Hyphens. Search engines treat a hyphen as a word separator, while an underscore tends to be read as joining the words, which hurts the slug as a keyword signal and makes it harder to read.

How long should a slug be?

As short as it can be while staying descriptive. A mechanical derivation from a long title produces a very long slug that adds nothing the page title does not already say, so trim it to the essential words.

What happens if I change a slug after publishing?

The old address stops working and any accumulated signals point at a dead URL. If you must change it, add a permanent redirect from the old slug so the equity carries across rather than being lost.
